Sandy, I've installed at least a dozen flagstone patio's in the Houston area in the past 5 years and they have all been large to very large 1 1/2" 2"thick stones on crushed granite gravel and sand; 1/2 have been grouted and 1/2 granite gravel fill.

Secondly, you did not consider the fact that a portion of the mix of sand, cement and water will fill up voids in the granite.
